The Cypress Mandela/WIST Training Center Began in 1988
with WIST, a program to assist women entering
non-traditional occupations. The Cypress Mandela
program began in 1993. The two have joined to offer a
14 week pre-apprenticeship program in construction for
Bay Area men and women over 18 years old. Training is
both hands on and in the classroom, covering everything
from basic carpentry to metal work to hazardous waste
removal, in order to prepare students for today's
construction industry. Graduates find placements in
many of the building trades.
Under the leadership of the Oakland City Council, the
Port of Oakland and organized labor, residents of
Oakland and surrounding communities, have unprecedented
opportunities to obtain construction trades

The Oakland City Council adopted a 50% local employment
requirement to increase construction trades career
opportunities for Oakland residents. The City’s Local
Employment Program assists contractors in complying with
the employment requirement and job seekers interested in
careers in the construction trades. For more

The ERDP is a support service for Port tenants and
employment service providers. ERDP was established by
the Oakland Board of Port Commissioners to assist Port
tenants with meeting their employment needs. The ERDP
staff may serve as consultants to Port tenants to
conduct skill assessments, task analysis, planning of
training programs and identification of key persons to
develop such programs.
